Tex reported that the US Department of Commerce (DOC) has recently approved to exempt Japan''s long rails (150 meters) exported to the US from Section 232 of the Trade Expansion Act of the United States. The number of exempted items among Japan-made products has already reached nearly 800, and the rails are one of the biggest in large-sized items. Japan''s long rail exported to the US is 150 meters in length (apiece), which has fewer welded parts compared to conventional products (25 meters) and is heat-treated, a strong advantage of Japanese products. Long rails are too long for US steelmakers to manufacture, which has been a rationale for Japanese mills to continue export. The Japanese steelmakers have been arguing that their products are not harmful to the US national security. This DOC approval means that one of Japan''s major high-end products is now accepted as an exemption. The DOC approval to make long rails exemption will pave a path to bring the rail export to the US back to normal. Still, other rail products, 25-meter rails, remain as subject to Section 232.
Japan''s export volume of rails in 2017 (calendar year) dropped significantly (22.4%) year-on-year (y/y), though the figure was still as big as 0.48 mil tons. Of which, the exports to the US were 0.1697 mil tons (down 18% y/y). Earlier this year, it was considered that the export to the US bottomed out in 2017 and would bounce back this year. Increases in the exports of energy-related items including coal and crude oil from the US were anticipated, so were increases in rail consumption driven by subsequently growing cargo volume by train.
As a result, the export volume of rails to the US in the Jan-Feb period of 2018 stood at 26,700 tons, up 26.1% y/y. However, the invocation of Section 232, which imposed a 25% tariff on rail products exported to the US, drove down the export volume, which stood at only 5 tons for May shipment, 1 ton for June, and 321 tons for July.
