On November 27 2020, China officially released the “National Hazardous Waste List (2021 Edition)”. To be implemented on January 1 2021, this includes 467 types of hazardous waste while the total number of exempted hazardous wastes is 32. Among them, hazardous waste exemptions in the non-ferrous metals recycling industry are as follows:
Recycling aluminium industry, waste code: 321-026-48
Hazardous waste description: aluminium ash and slag generated on the surface of the remelting, refining, alloying and casting of aluminium scrap and aluminium ingots during the processing of recycling aluminium and aluminium materials, and the salt slag and secondary aluminium ash produced in the process of recycling aluminium.
Recycling aluminium industry, waste code: 321-034-48
Hazardous waste description: dust collected in the process of recycling aluminium, aluminium smelting and regeneration process flue gas (including recycling aluminium smelting flue gas, aluminium melt purification, impurity removal, alloying, casting flue gas) to process the dust collected by the dust collection (removal) device.
Recycling copper industry, waste code: 321-027-48
Hazardous waste description: dust collected by the dust collection (removal) device in the copper regeneration process and waste water treatment sludge produced by wet dust removal.
Recycling zinc industry, waste code: 321-028-48
Hazardous waste description: dust collected by the dust collection (removal) device in the zinc regeneration process and waste water treatment sludge produced by wet dust removal.
Recycling lead industry, waste code: 321-029-48
Hazardous waste description: dust collected by the dust collection (removal) device in the lead regeneration process and waste water treatment sludge produced by wet dust removal.
The management list grants exemptions for aluminium ash and secondary aluminium ash in the recycling process. These are not to be managed as hazardous waste and enterprises do not need to apply for a hazardous waste business licence; however, their transportation still falls under hazardous waste management.
